Music Leaders to Shape New £30m Support for England’s Black Artists and Grassroots Businesses

English artists, creators, and music businesses will benefit from expert guidance as Arts Council England launches a new Music Growth Package Advisory Group.

From the roots of Jazz and Reggae to the global dominance of Grime, Drill, and Afrobeats, Black British music has always been the heartbeat of the UK’s creative economy. Now, a significant new opportunity has opened up to strengthen the foundations for the artists and independent businesses driving that culture.

 

The Music Growth Package supports the UK government’s mission to kickstart economic growth by investing in the creative industries. It aims to drive sustainable growth, nurture the next generation of talent, and strengthen England’s vibrant music ecosystem.

More Than Just Touring

For Black creators and independent music entrepreneurs, this package offers more than just funding—it offers pathways to sustainability. In addition to creating access to touring support, mentoring, and performance opportunities, the package is designed to help artists reach international markets.

Crucially, it also focuses on the “ecosystem” behind the talent. A broad range of smaller music businesses—including the independent promoters, agencies, and community studios often led by diverse professionals—will receive investment to strengthen their local infrastructure and grow.

A Voice for the Sector

To ensure this support lands where it is needed most, a new Advisory Group will shape how the package of up to £30 million reaches emerging talent.

Formed of artists and industry professionals from across the music sector and representing a broad range of genres, the group will deliver real benefits for creators and independent businesses.

The Advisory Group will meet several times yearly from 2025 to 2029. Their mandate is clear: to provide strategic insight and champion opportunities, ensuring the support meets sector needs and reaches a diverse range of people and places.

Building on Success

Arts Council England’s specialist team will continue to make final decisions on all applications to maintain fair and transparent processes.

The Music Growth Package intends to build on the success of existing programmes that have been vital for diverse talent, including:

  • The Music Export Growth Scheme
  • The International Showcase Fund
  • The Supporting Grassroots Music programme (including the Early Career Promoter Fund operated by the PRS Foundation).

This investment programme currently supports festivals, promoters, venues, recording studios, and rehearsal spaces, enabling them to provide enhanced development support for their members.
